Our diverse backgrounds and extensive experience with plan implementation enable us to approach planning projects from a comprehensive perspective with a focus on creating feasible plans and policies, including the often-overlooked financial components of planning.
Services Offered
One service you will not find specified above is retail market analysis. We feel that market analysis is best suited to leave to companies who know their own target markets and is not the concern of local government. However, in the context of Tax Increment Financing, should a developer request public assistance to aid in a retail development, it is absolutely in the public's best interest to know the likelihood that said development would succeed in generating adequate tax revenues and public benefits to make public assistance worthwhile. In that case, we will perform and integrate any such analysis into TIF project plans as necessary.

Village of Richfield, Wisconsin - Community Buildout Analysis
In anticipation of updating its Comprehensive Plan, the Village of Richfield retained Trilogy Consulting to undertake a community buildout analysis study to facilitate a community discussion about the long-term fiscal impacts of different types of land uses. Some classes of land use tend to generate more in tax revenues than they cost to provide services, therefore helping keep tax rates lower than otherwise. Other classes of land use tend to demand more in services than is supported by the property tax revenues they generate, causing an increase in tax rates over time. Specifically, this study examined the impacts on future revenues, expenses and tax rates of allowing more nonresidential development in certain areas, versus more residential development. - Prepared baseline information regarding the Village's recent historical and current population and land use, how the Village provides services, and the cost to provide those services.
- Conducted interviews with all key Village staff.
- Determined the Village's current costs per unit to provide services to residential and nonresidential development and developed assumptions for purposes of projecting future costs.
- Prepared alternative land use scenarios via a joint Village Board/Plan Commission workshop.
- Developed projected staffing, budgets and tax rates for each of the scenarios based on the amount and type of development, assumptions for density and property values of new development, and current Village costs and revenues per unit of development.
